Summary
The door to Freeport, the Docks are one of the busiest parts of the city. There's a wooden boardwalk that extends the whole length from the Warehouse District to Scurvytown. The district is filled with pubs, merchants, taverns, flophouses, inns, gambling houses, and a few watering holes.

Roads
The boardwalk runs along the edge of the Docks, leaving everything inland haphazardly cobbled and usually muddy. Paths made of old boards reroute people out of the mud and into alleys where they can get mugged.
Law and Order
The Freeport Watch patrols here. The watchmen are an eclectic mix of morally ambiguous toughs who eagerly turn a blind eye to crime if plied with gold. They are provided with a blue armband and carry a stout club. Anything else is up to them. The Watch doesn't patrol at night, though a handful of men can be called upon at the Watch Station in an emergency. The Watch Captain's name is Cadawar Creed.
Other Elements
It's loud and packed with people, busy day and night. The air stinks of seawater and waste, fish guts and perfumes. One of the most vibrant parts of the city with lots of different people.
