Summary
Scurvytown hunkers east of the Docks. This slum run by petty gangsters and crime lords is the source of most of the horrible stories about Freeport. It's best avoided. Crammed with old homes decaying shops watering holes no one sane would frequent. A hardened lot of people filled with naked resentment towards merchants/nobles.

Actually there are Watchmen. They patrol in teams of three or four and take money to look the other way. If they are forced to take action they do it as brutally as possible.
Petty gangs control different blocks demanding protection money and such. Thugs end up dead all over the place.

Stinks of human waste and rotting fish. Teeming with mosquitoes. Beggars plead or sell belongings from broken stalls. Thugs demand protection money and citizens prowl Dreaming Street looking for illicit fun.
