Most of the roads in the Ruhini desert, the ones that get used most often at least, were built by Earthquake Drummers. Not the road from Punga to Ovyo though. The Merchants Confederation had no real desire to help connect Punga and haven't provided any impetus to build this overland route. That hasn't stopped the Punganites from trying.
The Ovyo Road Work Camp isn't the worst place to be imprisoned. Sure it's out in the desert almost directly under the blazing sun, but there aren't any shackles. The work is dull and backbreaking (consisting mostly of breaking rocks and flattening them out in a generally roadlike shape) but the guards keep everyone watered. The labourers get a couple of hours off at the hottest part of the day. It's not much, but it could be worse.
One way it gets worse is if the workers get into fights. There's a box out in the sun where offenders get jammed without water as punishment. This goes for aggressors and victims in fights. And if you kill a worker, you're a dead man. If you raise a hand to a guard, you're a dead man. There are about 45-50 guards and 150 or so labourers in the camp. There's not a lot of friendly interaction between guards and prisoners, except occasionally in the sick tent.
Prisoner tents are unfurnished apart from blankets and the guards undertake undergo periodic searches for contraband. Punishment is severe.
There are a few horses in the camp along with some chariots. Most of the female guards are used as outriders and messengers.
The man who runs the camp is a Ruhini named Unguzi. His second in command is a Dindavaran named Laoyi Dan. Plus there's Ozaza the Giant who breaks some heads when needed.
