Helusian Benevolent Association
The HBA was founded over a hundred years ago to help Continental newcomers to the city. Thirty years ago they tried to fund a convoy of ships to Milonda in an effort to triple their money. A day's sail from Freeport the convoy was wrecked and the association was bankrupt. That's when Finn bought it up for practically nothing and drove out the criminals that had been plaguing the district, neatly taking over. It's the legitimate front for Finn's Syndicate
The Benevolent Association's HQ is a two-storey brick building on the Field of Honour in the Eastern District.
