Freeport is a large (~10,000 people in its busiest months) city on A'Val, an island in The Serpent's Teeth, about 50 miles east of northern Heluso. It is a rival to the Ob-Lobs on their Inuan island (which is much further south). Freeport's located north of the Shadow Sea, right in the path of the northern trade route that returns from Milonda.
The city was founded by pirates but has become far more legitimate over the centuries. People from the whole known world come to Freeport when they've grown tired of their old traditions and want something new. While the stories might have you believe it's a lawless place where a person gets murdered for the simple act of getting off a boat, there are laws and traditions and many people make their homes there.
It's not as democratic as Uldholm, its privateering navy isn't as powerful as the Ob-Lobs, and it's much less savage than the Truils. The city's merchants/shippers/pirates are firmly established as a (flaky, expensive and slow) alternative to the Ob-Lob trade dominance of the seas. They're trying to change that perception.

Places
There are nine districts to the city itself. Each one has its own character and locations of interest
The Docks
The Gateway to Freeport, this area caters mostly to sailors who're just passing through. It's filled with taverns and brothels.
Scurvytown
Less cosmpopolitan than the Docks and with more crime and desperation. This is where the stories about being gutted for your coat are probably true.
Bloodsalt
The experimental zone where noxious chemicals foul the streets and air. It's the slum of slums, basically a ghetto for Truils and Ob-Lobs.
Eastern District
This is where the middle class live. It's filled with small businesses and homes. The people tend to be hard-working because they don't want to end up out on their asses in Scurvytown.
Drac's End
There's a lot of labour to be done in Freeport and Drac's End is where most of those labourers live. It's also home to many students.
Temple District
Freeport has 18 major temples, hundreds of minor shrines and thousands of superstitious people. Here is where they get together.
The Old City
The seat of government, it's the walled section of the city. Citizens take a dim view of outsiders wandering around after dark.
Merchant District
The richest area of town. It's filled with nice homes and swanky businesses.
Warehouse District
These warehouses are where the serious money flows through the city.
The Underside
Freeport has a sewer system that is accessible. Mostly this is the dwelling place of beggars and madmen.
