Background
Drake is an Ironbone evangelist who came to Titra to try and stop the mining of moonstone, which he believes is part of the essentials of the god all people live on. He got some information on where a large shipment was being stored and helped the crew of the Helusian Spirit steal it in exchange for passage off the island. He also had some sort of a run-in with the person he got the information from and couldn't return to his room at his inn.
On the passage to Freeport, Drake took Ndege aside and tried to get him to help destroy the moonstone cargo. Ndege refused and tried to subdue the man but was knocked out. Drake tried to get the Spirit's crew to rise against its commanders and almost succeeded, but was zapped into submission. When he awoke (very tied up) he would only rave about how the ship was bound for hell for being demon-worshippers. He was dangled over the side of the ship on a strong rope until Tank Tursel had enough and dropped him into the sea. Drake was a very poor swimmer.
